I figured it out!

Here it is. Bush doesn't care about gay marriage. No logical person would. But, they got the states (many of them swing states-like Ohio) to put the amendment on their ballot to energize the base to get out and vote for Bush.

And it seemed to have worked.

Kerry is not ready to concede Ohio just yet.
